SERIKALI NA IFC YAANZA KUPITIA MIRADI YA KIMKAKATI YA PPP

Naibu Katibu Mkuu Wizara ya Fedha na Mipango, Bi. Jenifa Christian Omolo, (Katikati), Kamishna wa Idara ya PPP Wizara ya Fedha na Mipango, Bw. David Kafulila (wapili kulia), Mwakilishi Mkazi wa Taasisi ya Benki ya Dunia inayojihusisha na utoaji wa mikopo na misaada ya kiufundi kwa Sekta Binafsi-International Finance Corporation (IFC), Bw. Frank Ajilore (wakwanza kushoto), Afisa mwandamizi wa uwekezaji kutoka taasisi hiyo ya IFC Bw. Jacques Bleindou na Mtaalamu wa PPP kutoka IFC Bi. Caroline Eric (wapili kushoto), wakiwa katika picha ya pamoja na timu ya wataalam wanaoshiriki kikaokazi kati ya Serikali na IFC kwa ajili ya kupitia na kujadili miradi ya kimkakati ambayo Serikali inataka itekelezwe kwa njia ya ubia kati ya Sekta ya Umma na Sekta Binafsi (PPP), kinachofanyika Ofisi ya Hazina Ndogo, jijini Dar es Salaam.
NAIBU Katibu Mkuu, Wizara ya Fedha na Mipango, Bi. Jenifa Omolo, amesema kuwa Serikali imeifanyia marekebisho sheria ya Ubia kati ya Sekta ya Umma na Sekta Binafsi (PPP) ili kuvutia uwekezaji wa mitaji yenye thamani ya zaidi ya dola za Marekani bilioni 9 sawa na shilingi trilioni 21.03 kutoka Sekta Binafsi kwa ajili ya kutekeleza miradi mbalimbali ya maendeleo.
Bi. Omolo alisema hayo Jijini Dar es Salaam, wakati akifungua kikaokazi kati ya Mamlaka 8 za Serikali na Shirika la Kimataifa chini ya Benki ya Dunia, linalohusika na kutoa mikopo na misaada ya kiufundi kwa sekta binafsi, (International Finance Corporation-IFC), kwa niaba ya Katibu Mkuu wa Wizara hiyo, Dkt. Natu Mwamba.
Alisema kuwa miradi inayokusudiwa kutekelezwa kwa mfumo huo wa ubia kati ya Sekta ya Umma na Sekta binafsi inagharimu fedha nyingi na kwamba mabadiliko hayo ya sheria yamelenga kuweka mazingira yanayovutia uwekezaji katika miundombinu ya msingi ikiwemo usafirishaji, nishati ya umeme, na mingine.
“Utekelezaji wa miradi ya kimkakati kwa njia ya ubia huo utaifanya Serikali ielekeze fedha zake za bajeti kutekeleza miradi mingine ya kijamii hatua itakayochochea maendeleo ya watu na ukuaji wa uchumi kupitia ujenzi wa viwanda vitakavyokuza ajira” alisema Bi. Omolo.
Aidha, Bi. Omolo, alisema kuwa Serikali itaanzisha kituo cha ufatiliaji wa Miradi ya ubia kitakachosaidia kurahisisha ufatiliaji wa utekelezaji wa Maendeleo ya miradi ya ubia inayotekelezwa, yaani PPP Center.
Alisema Serikali inatarajia kuwa kikaokazi hicho kitachambua orodha ya miradi yenye sifa ya kupata fedha, itakayoleta manufaa kwa nchi kutokana na kupata uzoefu na utaalamu wa kuchambua miradi kutoka IFC na kwamba Wizara itaunga mkono mchakato wowote utakaofanikisha upatikanaji wa mitaji inayotokana na uwekezaji utakaofanyika kwenye miradi hiyo kutoka Sekta Binafsi.
Kwa upande wake Kamishna wa Idara ya Ubia kati ya Sekta ya Umma na Sekta Binafsi, Wizara ya Fedha na Mipango, Bw. David Kafulila, alibainisha maeneo 10 ambayo Serikali inaweza kuvutia mtaji wa dola za Marekani bilioni 9 au shilingi trilioni 21.03 za Tanzania, kwa njia ya ubia kati ya Sekta ya Umma na Sekta Binafsi.
Alisema kuwa kuna maeneo ambayo Sekta binafsi ina utayari wa kuwekeza na hivyo haihitaji Serikali kutumia fedha za kodi au mikopo kuwekeza katika maeneo hayo, akitolea mfano wa TANROADS, yenye miradi 3 ya Barabara ambayo Sekta binafsi inaweza kujenga na kutekeleza.
Bw. Kafulila aliitaja baadhi ya miradi hiyo kuwa ni Barabara ya waendao haraka (Express way) ya Kibaha – Chalinze - Morogoro (205km), na ile ya Isongole- Tunduma (210km) ambazo zikijengwa njia nne za barabara (epxress way), zinaweza kugharimu karibu dola za Marekani 1.6bn au takribani shilingi trilioni 4 za Tanzania, na mradi wa barabara kwa ajili ya kupunguza foleni katikati ya Jiji la Dar es Salaam (Dar Outer ring roads), ambao unaweza kugharimu fedha nyingi na una mvuto mkubwa wa sekta binafsi kutokana na foleni kubwa katika maeneo hayo.
"Ukienda Kenya kuna Barabara ya Nairobi Express Way, 27km na km8.5 ni Barabara za juu (fly over), ambayo imegharimu karibu 1.7 trilioni za kitazania, lakini amejenga mwekezaji na serikali haihusiki na gharama yoyote, wananchi wanatumia kwa kulipia na kupunguza msongamano. Huu ndio mfano" Alisema Bw. Kafulila
"ukiacha Barabara, TANESCO kwa sasa kuna miradi 3 ambayo PPP tunashirikiana kwani kuna mwekezaji yupo tayari kutekeleza miradi ya kuzalisha umeme jua-Singida, Same na Dodoma kiasi cha 210MW kwa uwekezaji wa zaidi ya dola za Marekani 300milioni, na miradi midogo ya uzalishaji umeme kwa njia ya maji pamoja na ile ya usafirishaji umeme ambayo inagharimu fedha nyingi" Alisisitiza Bw. Kafulila
Aliongeza kuwa Miradi kama wa reli ya Dar es Salaam wenye lengo la kupunguza msongamano ni biashara kubwa na upembuzi unaonesha kuwa inaweza kugharimu mpaka dola bilioni 8 za Marekani, huku TPDC wana mradi wa ujenzi wa miundombinu ya kusambaza gesi katika jiji la Dar e salaam na Pwani, ambao ukikamilishwa andiko lake una nafasi kubwa ya kuvuta mtaji kutoka sekta binafsi. "
Bw. Kafulila alisema kuwa miradi ya Mamlaka ya Bandari, Mamlaka ya Viwanja vya Ndege na Mamlaka ya Mabasi yaendayo Kasi (DART), ambapo mpaka sasa TAA, wamekamilisha upembuzi wa miradi miwili, Ujenzi wa hotel ya nyota 4 na jengo la biashara (business complex) na sasa inajipanga kuandaa upembuzi wa majengo na kwa tathimini tu, TAA ikitekeleza miradi hii inaweza kuvuta mitaji binafsi zaidi ya dola za Marekani milioni 200 achilia mbali miradi ya ujenzi wa miundombinu ya kuhifadhia mazao yatakayo safirishwa kwenda nje ya nchi
"Hii ni miradi baadhi tu, lakini ukipitia master plan ya Bandari kuna miradi mingi ambayo inaweza kutekelezwa na sekta binafsi na hivyo kuvuta mitaji zaidi, ukiangalia njia za mwendo kasi, DART wapo kwenye hatua za mwisho za kukamilisha mradi kwa njia ya kwanza na inaelekea kuvuta mtaji mkubwa na huenda miradi itakayofuata ikavuta mitaji zaidi " alisisitiza Kafulila.
Kafulila alieleza kuwa miradi ikitelezwa na sekta binafsi itakuwa wajibu wa wananchi kulipia huduma hizo kwa wakati zikiwa chini ya mwekezaji.." Naomba nieleze mapema kwa mfano barabara za njia 4 zitakazojengwa kati ya Kibaha- Morogoro, magari yatalipia kutumia na ambao hawatakuwa tayari kutumia watatumia barabara ya serikali kama kawaida na kupunguza msongamano wa magari.
Nae Mkurugenzi Mkaazi wa Taasisi ya Benki ya Dunia inayohusika na utoaji mikopo na misaada ya kiufundi (International Finance Corporation-IFC) Bw. Frank Ajilore, alisema kuwa IFC ipo Tayari kuhakikisha Tanzania inafanikiwa kuvutia mitaji katika miradi inayopendekezwa na kupewa kipaumbele ikiwemo miradi ya nishati na usafirishaji ili ipate fedha kutoka katika vyanzo mbalimbali katika masoko ya fedha ya kimataifa.
Alisema kuwa Tanzania ina fursa nyingi ikiwemo kuzungukwa na nchi tano n ani lango la biashara katika ukanda mzima wa maziwa makuu kwahiyo kuwekeza kwenye sekta za usafirishaji na nishati zitafungua biashara na uchumi wa nchi kwa ujumla na kwamba taasisi yake iko tayari kutioa ujuzi wa kufanikisha upatikanaji wa miradi bora ya PPP itakayo wavutia wawekezaji katika kipindi kifupi kijacho
