The relationship between Central and Local Government finances
Local Governments collect their own revenue (see the Local Government Revenues page ). However, most of Local Government financing comes from the Central Government. The Central Government funds most Local Government salaries directly. In addition, the Central Government transfers recurrent grants (for agricultural extension, education, health, water, roads and adminstration) and grants for development expenditure to Local Councils. Here you can download quarterly disbursement reports which show how much was transferred from the Central Government to each Local Council as recurrent sector grants in each quarter.
